Barely a road - closed to vehicles, more like an old double track now a barely-used trail. Poor condition northern half, better in south where it becomes a wide used trail.

I ran this trail in reverse from old squaw pass road. This is a public trail with parking by the road. As OP said the first half going down to the reservoir is quite nice and smooth. Second half after passing the reservoir is doable, but quite a bit more bumpy
